I need a free proxy server that will allow me to block everything on the net but certain sites. I need this to be setup on a server 2003 system and allow all the computers in my active directory to have access to the 2 or 3 sites i want them too.
everything will be going through the server.

Also the router is a cisco router which I have yet to gain access to and is running DHCP, I want to be able to run DHCP on the server. How do I go about setting that up?

Just only allow those 2 or 3 sites to route out the gateway and send the rest to your 2003 server with IIS and page that says they are being logged for misuse of company resources.
IMO most people need access to more than 2 or 3 sites. Give them some news or something.
Also don't send traffic through the server that doesn't need to be there. You have a router and a switch use them like they are supposed to be used.

It really sounds like you are in over your head. I can setup all that for a good price.

Is it cbeyond? If so you have to make your router changes through the web interface within your admin account.
