Well i have a samsung miniDV camcorder, but it does not come with a way to connect it to the computer to upload the videos, but i can connect it to upload still images. Is there a way to hook up my camcorder to my computer so i can get the videos off, and edit them?

Find a firewire cable that goes to the camera... and plug it into a firewire port, or install a firewire port. Then download some acquisition software.

I am using a laptop that does not have a firewire port. Do i just need to get a firewire card? Where would i go about getting the acquisition software for it?

Your camera should've come with some DV software, probably either Pinnacle Studio, or Ulead. Possibly even Premier LE.
And yeah, you'll need a firewire port/card, just make sure you look at the camera to see if it has the bigger "three story house" connector, or if it's the smaller rectangular connector. More than likely it'll have the smaller connector, while your firewire port/card will be the larger connector, so you'll need to get a cable with the different connectors on each end.

I am getting the firewire cable and card today, but i was looking and didn't see any DV software with the camera. Is there a software i can buy and use instead?
Edit: Would something like this (http://www.firewire-1394.com/pyro-1394dv-for-notebooks.htm) work. I know the firewire on the camera is a 4 pin

windows should detect the camara. you can also use windows movie maker to transfer from camara to computer then edit. Worked for my sony dv camara.

Yeah, something like that would work. That's Ulead Video Studio pictured with the card.
What you'll need is a 4 pin to 6 pin (that's the "three story house" looking connector) cable to go from the camcorder to the firewire card.
