a question can't be a sentence? lol, i guess i didn't just type a sentence. technically speaking, throwing an ellipsis on the end of a sentence doesn't make it a fragment. if it can stand on its own as a complete sentence it's still a sentence. it should have ended with a period then the ellipsis, but oh well.

Thats the whole point though, its not a complete thought. And yes I know this is stupid, but I'm just proving a point. It could be a sentence if it stopped after "study."

"combined" - the past participle of the verb "to combine", modifying "study";
"with the experience" - a complete phrase modifying "combined";
"of years" - a complete prepositional phrase modifying "experience".

It is absolutely a complete sentence.
Her mistake was using the word "this" instead of "following" in her original question.

Well I guess it all depends on how you read it. And maybe I'm just going by the idea that I don't know many people who say "the experience of years"....how about "years of experience."
