We need to have a contest for everyone to put their picks in, a cutoff date, and a points scale (2 points for non-BCS bowls, 4 points for BCS bowls). Who ever has the most points wins.

You could say that.
Rules:
Ok, since the first bowl game starts on Dec. 20th. All picks have to be posted on or before Dec. 19th.
Non-BCS Bowls are worth 2 points
BCS Bowls are worth 4 points
All bowl picks must be posted or your points will not count.
Put the name of the bowl and the winner in BOLD lettering next to it to signify your pick.
How does that sound?
