HELP! with Win 98 and pop-ups....

Im about to go nutty.....how the hell do I get these hidden programs off the computer. I am using one of ARH's old computers, and he said that he wasn't able to ever get them deleted...and I have tryed everything I know. I went to Add/remove programs...and deleted all the BS there, the I start the computer up and it adds back all the crappy programs! The minute windows starts up, those programs try to start working. someone help!!! :)
