if that board is made by elite group... send it back... and get a new one.

I have checked all atx connections and they all look snug the jumper is in the normal position on the board also when you turn the system on with the power button it does fine but to turn it off I have to flip the power switch on the back...........the video card im trying to reuse is a pci slot one , is this the problem?

Pull the cpu out and see if it beeps. It sounds to me like a bad cpu or power grounding out improperly. Unplug all your IDE cables and power so you just have power to the motherboard and nothing else.

I did all this and nothing happened the processor is getting warm to the touch.......the case says its 425 watts good for pentium 4 up to 3.2ghz.... and I bought a agp card last night at walmart and still the same bs nothing, ive been told my ecs motherboard is the problem , they have been known to do this? with a motherboard install should the motherboard not have something in the award winning bios that should just let you plug and play anything? or atleast a basic set of programs set up so you can begin?

If the bios isnt even booting up, then somethings wrong.

If the bios is booting up, then you shouldnt have any problems getting an operating system to run.

It looks to me that the motherboard is an ECS, if so, and it was shipped thats probly your problem. ECS motherboards suck once you mess with them the first time most likely it will break the second.
