Dell Laptop screen display help..

Dell Inspiron Model 8100..

If I turn the computer off, then turn it back on, the screen will go black but I can still barely see outlines of items. If I unplug the Video card (Radeon 7500) on its board and plug it back in I can get it to work.
I have been told my power supply for my Video Card is going south...Anyone have any clues or ideas..
How much is the power supply for the video card and is it easy to replace?
